Canada Announces Two-Year Cap on International Student Admissions to Address Challenges.

Canada has announced to implement a temporary two-year cap on international student admissions, reducing the annual student intake by 35% to approximately 360,000 approved study permits for the current year. This move aims to address concerns about the integrity of the international student system and prevent certain institutions from exploiting increased student numbers for financial gains. The cap is seen as a response to the surge in international students, which has led to housing shortages and increased pressure on healthcare facilities.

Key points of the new policy include:

  1. Cap on Study Permits: Canada aims to limit the number of approved study permits to 360,000 for the current year, a significant decrease from the previous year. The cap is considered a measure to control the growth of international student numbers in the country.
  2. Exemptions: The cap will not impact current study permit holders or renewals. Students pursuing master’s and doctoral degrees, as well as those in elementary and secondary education, are exempt from the cap.
  3. Territorial Caps: Students will no longer have the freedom to choose colleges freely. Territorial caps have been established, and each study permit application will require an attestation letter from a province or territory. The provinces are expected to establish this process by March 31.
  4. Post-Graduation Work Permits: As of September 1, 2024, students enrolled in programs delivered through public-private partnerships will no longer be eligible for post-graduate work permits. However, graduates of master’s and other short graduate-level programs will be eligible for three-year work permits.
  5. Assessment for 2025: The number of approved study permits for 2025 will be reassessed at the end of the current year. The cap has been assigned to each province based on its population and housing capacity.
  6. Documentation Requirement: A new documentation requirement mandates that study permit applications include an attestation letter from a Canadian province or territory, confirming their capacity to accommodate incoming students. Provinces have until March 31, 2024, to establish the process for issuing these letters.
  7. Spousal Eligibility: Open work permits will only be available to spouses of international students enrolled in master’s and doctoral programs. Spouses of undergraduate and college students will no longer be eligible.

This move is seen as an effort by the Canadian government to address concerns about the quality of education provided by certain institutions, ease housing and services pressures, and ensure the overall integrity of the international student system. It reflects a temporary policy shift to manage the significant growth in international student numbers in recent years.

While these changes may have implications for international students and the broader Canadian education system, the government aims to work collaboratively with provinces, territories, and education stakeholders to develop a sustainable path forward for international students.
